    Beijing Implements Stricter Drone Export Limits and U.S. Trade Sanctions, Expanding Control Measures

    BEIJING / RankWire.AI / – On August 5, China announced tighter restrictions on the export of specific drones and associated technology destined for the United States. This action forms part of a wider set of countermeasures affecting American entities, product certification processes, and imported office equipment. China’s Ministry of Commerce clarified that exporters need to obtain approval for each shipment involving controlled drones, their major components, or related technological items. The new regulation applies within China’s existing dual-use goods framework and does not prohibit all drone exports to the U.S.

    Beijing expands drone controls and US trade restrictions
    Controlled drone exports to U.S. buyers now require individual licensing reviews.

    This revised procedure eliminates simplified licensing options for drone shipments to U.S. customers. Chinese authorities will now scrutinize the product, the buyer, the end user, and the stated purpose before issuing an export license. Currently, controls already restrict some drone engines, sensors, communication systems, and equipment used in unmanned aircraft. Additionally, China bans companies from supplying civilian drones for military applications. The latest directive introduces a more rigorous review process for products and technology specifically sent to the U.S. market.

    Separately, China imposed restrictions on dealings with seven U.S. organizations through distinct orders. Six of these are Applied DNA Sciences, Stratum Reservoir, Altana Technologies, the Responsible Business Alliance, Verité Group, and Human Rights in China. Beijing stated that these groups supported American sanctions related to allegations of forced labor in Xinjiang. Another measure targeted Compliance Testing LLC, an Arizona-based firm that assesses communications products. Chinese officials indicated it helped Federal Communications Commission actions involving Chinese technology companies.

    Export restrictions impact multiple industries

    The package also initiated a national security review of imported printers, copiers, and multifunctional office devices. The investigation focuses on products operating with foreign-developed systems, drivers, or embedded software. China’s Ministry of Commerce announced that officials will analyze import volumes, domestic demand, supply reliance, and security considerations. The process may involve questionnaires, hearings, site visits, or technical assessments. It can extend up to 12 months, with extensions permitted under special circumstances per Chinese regulations.

    China has also revised its inspection procedures for mandatory product certification. The State Administration for Market Regulation now prohibits designated Chinese certification bodies from assigning follow-up factory inspections to U.S. entities. Manufacturers depend on these inspections to maintain valid certifications for products sold in China. Companies must now arrange these evaluations through approved alternative providers when factory checks are required. This change does not invalidate existing certificates or completely bar American goods from entering China.

    The new measures respond to recent U.S. regulatory actions

    Beijing linked its recent steps to decisions by the Federal Communications Commission and the U.S. Department of Homeland Security. The FCC has restricted approvals for certain new foreign-made drones and key components entering the United States. U.S. authorities also intensified enforcement under the Uyghur Forced Labor Prevention Act, adding 43 Chinese entities to the law’s enforcement list on July 31. Goods associated with these organizations face a presumption of inadmissibility into the U.S. market.

    Chinese officials characterized the countermeasures as a calibrated response and called on Washington to revoke the restrictions outlined in the announcement. The new drone licensing policies, entity limitations, and certification updates took effect on August 5, coinciding with the start of the office equipment investigation. None of the orders specifically target a Chinese drone manufacturer or completely halt drone sales to American buyers. Instead, the measures concentrate on controlled exports, selected U.S. organizations, and foreign software embedded in imported office devices.
